ST03: Route 11 (Martinsburg Pike)

Project Purpose

The purpose of the study is to perform value engineering and refinement of the proposed Diverging Diamond Interchange (DDI) at the I-81 Exit 317 interchange with Route 11 to make the project more competitive for SMART SCALE funding. Once the preferred alternative is selected, conceptual design plans will be generated using ground survey. A new engineering cost estimate will be developed that accounts for identified constraints and minimizes contingency costs where possible through evaluation of risks. The study team will investigate opportunities for project phasing.

No public survey is planned for this study since the improvements have already been identified as part of a previous study effort.
