Project Purpose

This study will evaluate safety issues along the U.S. Route 29 corridor between the Madison County line and the S. U.S. Route 29 Business interchange. The study will result in Access Management and Corridor Preservation recommendations Culpeper County can include in its Comprehensive Plan to use as part of future land use decisions.

Survey

The Phase 2 survey regarding proposed alternatives for the U.S. 29 (James Monroe Highway) corridor between the Madison County line and the U.S. 29 Business (Madison Road) interchange in Culpeper County was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Alternative 
1: Implement Reduced Conflict Intersections at Reva Road and White Shop Road

Alternative 1 would implement Reduced Conflict Intersections (RCIs), also referred to as Restricted Crossing U-turns (RCUTs), at Route 633 (Reva Road) and Route 603 (White Shop Road). An RCI is an intersection design that improves safety and reduces delays. Instead of turning left or going straight from a side street, drivers will first turn right onto the main road and then use a dedicated U-turn to complete the desired movement. This design reduces the most dangerous types of collisions.

The proposed alternative would improve safety and sight distance for vehicles attempting left turns onto U.S. 29 by redirecting the movements to RCIs. It also improves safety for vehicles entering Reva Road and White Shop Road from U.S. 29.

Alternative 
2: Add Offset Right-Turn Lane on U.S. 29 South at Reva Road

Alternative 2 would add an offset right-turn lane on U.S. 29 South at Reva Road and close the median crossover at the intersection of U.S. 29 and Reva Road. The proposed alternative would improve safety by increasing the sight distance for vehicles turning right onto U.S. 29 from Reva Road.

Alternative 
3: Add Acceleration Lane and Extend Right-Turn Lane on U.S. 29 North at White Shop Road

Alternative 3 would add an acceleration lane on U.S. 29 North for vehicles turning right from White Shop Road and extend the right-turn lane on U.S. 29 North for vehicles turning right onto White Shop Road. The proposed alternative would address safety issues with rear-end crashes by allowing for heavy vehicles to safely enter and exit White Shop Road.
