Project Purpose

This study will focus on developing recommendations to address safety needs on Route 7 (Berryville Pike) between Greenwood Road and the Frederick eastern county limits. The corridor has several crash hot spots with issues related to high speeds. The study is intended to assess mid-term to long-term challenges and opportunities and will identify project recommendations that can be advanced for federal, state, and local funding opportunities.

Survey

The Phase 2 survey regarding proposed alternatives for the Route 7 (Berryville Pike) corridor from Greenwood Road and First Woods Drive to the Frederick County line east of the City of Winchester was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Alternatives

Route 7 at Greenwood Road/First Woods Drive 

Between 2025 and 2045, peak hour traffic volumes on eastbound and westbound Route 7 (Berryville Pike) are expected to increase approximately 20 percent, and more vehicles will travel to and from schools located north of Route 7 on First Woods Drive. Planned modifications to the intersection of Route 7 at Blossom Drive and Millbrook Drive (which is not part of this study) may cause some vehicles to reroute from that intersection to the intersection of Route 7 at Greenwood Road and First Woods Drive in the future. 

To better accommodate future traffic volume for the intersection of Route 7 (Berryville Pike) at Greenwood Road and First Woods Drive, the following changes are recommended: 

  • Adding a second westbound turn lane 
  • Adding a second northbound thru lane 
  • Adding a dedicated southbound right-turn lane 
  • Revising and optimizing traffic signal timings for this new lane configuration and expected future traffic volume 
  • Adding new pavement markings and stripes on each intersection approach, as needed

Eastbound Route 7 West of Burnt Factory Road 

Between January 1, 2020, and December 31, 2024, 35 crashes occurred on the curved portion of eastbound Route 7 (Berryville Pike) west of Burnt Factory Road. Approximately 75 percent of crashes involved collisions with fixed objects in or near the roadside where steep embankments, trees, and other objects are located close to the edge of the roadway. Additionally, approximately 30 percent of crashes in this location caused injury or resulted in fatalities. 

The following features are proposed to improve safety on eastbound Route 7 west of Burnt Factory Road: 

  • Widening lanes from 11 to 12 feet 
  • Installing 10-foot-wide shoulders that consist of six feet of paved shoulder adjacent to four feet of graded unpaved shoulder 
  • Adding new rumble strips on the side of the road and new pavement stripes, as needed 

Widening the road and shoulders is expected to provide better sightlines along the curved portion of eastbound Route 7 (Berryville Pike) while providing more room for drivers to regain control without running off the road if they need to take evasive action. The widening will require cutting back the hill and other earthwork between eastbound and westbound Route 7 (Berryville Pike).
