U.S. Route 522 (N. Frederick Pike) from Echo Lane to the Winchester city limits
Project Purpose
This study will focus on safety and multimodal access in the urbanized segment of U.S. Route 522 (N. Frederick Pike) from Echo Lane to the Winchester city limits. This corridor includes several crash hot spots well as barriers to use for people walking to destinations such as nearby activity centers. The study is intended to assess mid-term to long-term challenges and opportunities and will identify project recommendations that can be advanced for federal, state, and local funding opportunities.
Survey
The Phase 2 survey regarding proposed alternatives for the urbanized segment of U.S. Route 522 (North Frederick Pike) between Echo Lane and the Winchester city limits was completed in December 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

1. Apple Pie Ridge Road & James Wood High School Entrance
Need: The intersection of Apple Pie Ridge Road and the James Wood High School entrance experiences congestion issues, primarily during the school’s start and end times. Long queues cause delays that can back up onto U.S. Route 522, ultimately impacting the Route 37 interchange operations.
Description of Alternatives
Alternative 1: The proposed alternative will improve operations by converting the southbound school entrance approach to a right-turn only movement. Vehicles wishing to turn left onto Apple Pie Ridge Road would use the school’s back entrance on Woodside Place. The outer lane on the westbound Apple Pie Ridge Road approach will be converted to a channelized yield right-turn only movement. This alternative improves the flow of traffic entering and exiting the school from U.S. Route 522 by reducing the number of lanes crossed to one (1) lane, ultimately relieving congestion on U.S. Route 522.
Alternative 2: The proposed alternative will convert the southbound James Wood High School entrance right-turn lane to a channelized yield right turn. The approach’s left-turn movement will remain the same. The outer lane on the westbound Apple Pie Ridge Road approach will be converted to a channelized yield right-turn only movement. This proposed alternative would maintain all existing movements. These changes will improve the flow of vehicles exiting the school toward U.S. Route 522 and improve the flow of vehicles turning left into the school’s entrance by reducing the number of lanes crossed to one (1) lane.

2. Apple Pie Ridge Road to Route 37 Interchange
Need: There are no pedestrian facilities between James Wood High School and the commercial/residential areas east of the Route 37 interchange. Pedestrians, many of whom are students, have been observed walking along U.S. Route 522 and through drainage areas to access nearby points of interest. Pedestrians on U.S. Route 522 need a safe way to cross the Route 37 interchange.
Description of Alternatives
Alternative 1: The proposed alternative will add sidewalks along three (3) roadways between James Wood High School and the Route 37 interchange. These roadway locations include:
- The west side of the James Wood High School entrance
- The north side of Apple Pie Ridge Road
- The north side of U.S. Route 522
Crosswalks will be added at the intersection of U.S. Route 522 and Apple Pie Ridge Road and the intersections of U.S. Route 522 and the Route 37 ramps. To provide a connection for pedestrians on U.S. Route 522 crossing the interchange, a separated pedestrian bridge behind the overpass’s concrete piers will be installed. This will provide vertical and horizontal separation between pedestrians and vehicle traffic underneath the Route 37 overpass, providing a safe crossing for pedestrians.
Alternative 2: The proposed alternative will add sidewalks along three (3) roadways between James Wood High School and the Route 37 interchange. These roadway locations include:
- The west side of the James Wood High School entrance
- The north side of Apple Pie Ridge Road
- The north side of U.S. Route 522
Crosswalks will be added at the intersections of U.S. Route 522 with Apple Pie Ridge Road and the Route 37 ramps. To provide a connection for pedestrians on U.S. Route 522 crossing the interchange, a sidewalk will be laid behind a concrete barrier and in front of the overpass’s concrete piers. Guardrail will be installed as an additional barrier to vehicle traffic for the safety of pedestrians.
Alternative 3: The proposed alternative will install pedestrian warning signs with Rapid Flashing Beacons at the crosswalk on the northbound Route 37 on-ramp. This alternative will improve safety for pedestrians along U.S. Route 522 by giving them greater visibility to vehicles turning right from U.S. Route 522 onto northbound Route 37.

3. Route 37 Interchange Ramps
Need: Operational issues are present at the U.S. Route 522 and Route 37 southbound ramps intersection. During the morning peak hour, the southbound U.S. Route 522 outer lane experiences heavy use from southbound Route 37-bound traffic. Minimal turn lane storage is available for vehicles turning right from U.S. Route 522 onto Route 37. During the afternoon peak hour, vehicle queues in the southbound Route 37 right-turn lane back up the ramp and cause congestion on U.S. Route 522.
Operational issues are also present at the U.S. Route 522 and Route 37 northbound ramps intersection, including heavy vehicle queues in the northbound Route 37 off-ramp left-turn lanes, heavy vehicle queueing on the northbound U.S. Route 522 outer lane causing blockage of the right-turn lane, and insufficient turn lane storage for the southbound U.S. Route 522 left-turn movement to the northbound Route 37 on-ramp, resulting in spillback onto U.S. Route 522.
Description of Alternatives
Alternative 1: The proposed alternative extends the right-turn lane along southbound U.S. Route 522 to the southbound Route 37 ramps. This right-turn lane will extend through the intersection of U.S. Route 522 and Apple Pie Ridge Road, providing additional storage to prevent ramp traffic from blocking the through lanes. This improvement will alleviate heavy demand from U.S. Route 522 to southbound Route 37 in the mornings, enhance traffic signal progression along U.S. Route 522, and reduce vehicle queue spillback.
Alternative 2: The proposed alternative is an extension to the existing left-turn lane along southbound U.S. Route 522 for vehicles turning left onto the northbound Route 37 on-ramp. The extension will go back through the intersection of U.S. Route 522 and Route 37 south ramps. This lane extension will prevent congestion from affecting traffic at the Route 37 south ramps intersection, improving traffic flow and preventing spillback onto the U.S. Route 522 through lanes.

4. Fox Drive and Exeter Drive/Sunnyside Plaza Circle
Need: There are no pedestrian facilities between James Wood High School and the commercial/residential areas east of the Route 37 interchange. Pedestrians, many of whom are students, have been observed walking along U.S. Route 522 and through drainage areas to access nearby points of interest. Pedestrians on U.S. Route 522 need a safe way to access the nearby points of interest in the study area.
Description of Alternative: The proposed improvement will install sidewalks along the north side of U.S. Route 522 at Fox Drive, linking with the existing sidewalk south of Exeter Drive/Sunnyside Plaza Circle. Crosswalks will be installed across U.S. Route 522 at Fox Drive and at the north side entrances. At Fox Drive, a crosswalk with a median refuge will be implemented to provide pedestrians with a safe area to complete a two-stage crossing.

5. Rivendell Court/Westminster Canterbury Drive
Need: U.S. Route 522 and Rivendell Court/Westminster Canterbury Drive experienced four (4) crashes at the channelized right-turn lane coming out of Rivendell Court, two (2) of which resulted in injuries. This intersection also experienced two (2) crashes, one (1) head-on and one (1) sideswipe, related to vehicles simultaneously turning left from U.S. Route 522 onto the side streets. This intersection also lacks a sidewalk/crosswalk connection for pedestrians who wish to cross U.S. Route 522 and Rivendell Court.
Description of Alternative: The proposed improvement will address pedestrian and safety needs at the intersection of U.S. Route 522 and Rivendell Court/Westminster Canterbury Drive. The improvement will add sidewalk and crosswalks at the intersection across Rivendell Court and the southern approach of U.S. Route 522. The median will be widened to provide an appropriate refuge for pedestrians. There will be an additional yield sign installed for the right-turn movement at Rivendell Court, retroreflective strips on both signposts for greater visibility, and yield line pavement markings. This improvement includes guideline pavement markings for left-turning vehicles from U.S. Route 522 onto the side streets. This improvement will help prevent vehicles from crossing paths within the intersection.

Need: Pedestrian facilities are disconnected at several locations within the eastern portion of the study corridor. There is a need for the continuation of pedestrian facilities on U.S. Route 522 from Rivendell Court/Westminster Canterbury Drive to Fortress Drive/Scarlet Maple Drive.
Description of Alternative: The proposed improvement will install sidewalks along portions of the north and south sides of U.S. Route 522 between Rivendell Court/Westminster Canterbury Drive and Fortress Drive/Scarlet Maple Drive. These sidewalk connections will link existing networks and create a continuous sidewalk along the corridor, providing pedestrians with a safe path to access needs within the study area.
