ST-25-02: U.S. Route 340 – City of Waynesboro
From Ladd Road to Northgate Avenue
Project Purpose
This study will focus on developing recommendations to address safety, operations, and multimodal needs on U.S. Route 340 (P Buckley Moss Drive/Rosser Avenue) between Ladd Road and Northgate Avenue. This corridor includes several crash hot spots, the most notable of which is the intersection of Rosser Avenue/Lew Dewitt Boulevard/Windigrove Drive. The corridor also has barriers to use for people biking and walking to destinations such as nearby activity centers and the transit connections used for travel throughout the city and beyond, each of which will be considered. The study is intended to assess mid-term to long-term challenges and opportunities and will identify project recommendations that can be advanced for federal, state, and local funding opportunities.
Survey
The Phase 2 survey regarding proposed alternatives for the U.S. Route 340 (P Buckley Moss Drive/Rosser Avenue) corridor between Ladd Road and Northgate Avenue in the City of Waynesboro was completed in December 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

1. Proposed Speed Limit Reduction (45 mph to 35 mph)
Need:
Drivers along this part of Rosser Avenue often travel at different speeds through the busy commercial area, causing frequent stopping and starting at closely spaced traffic signals. This creates inconsistent traffic flow and increases the risk of crashes. Lowering the speed limit will help drivers maintain a steadier pace and make the corridor safer and easier to travel.
Description of Alternative:
The proposed alternative will lower the posted speed limit from 45 mph to 35 mph between Town Center Drive and Northgate Avenue. The area north of Northgate Avenue will remain 35 mph. The section south of Ladd Road will remain 55 mph. Reducing the speed limit will encourage more consistent travel speeds, help drivers react more safely to turning vehicles, and improve awareness for people walking or biking along the corridor.
Benefits:
- Reduces the need for frequent stopping and starting, creating a smoother and more consistent traffic flow.
- Improves safety by lowering the risk of rear-end and angle crashes.
- Makes it easier for drivers to navigate through the corridor’s busy commercial area.
- Enhances safety and comfort for people using sidewalks and crosswalks.
- Improves coordination at traffic signals and provides a calmer driving environment.
Overall, the lower speed is expected to add about 30 seconds of travel time through the corridor but will reduce the stop-and-go conditions and speed differences between vehicles that contribute to crashes.

2. Lew Dewitt Boulevard Intersection Enhancements
Need:
The intersection of Rosser Avenue and Lew Dewitt Boulevard is one of the corridor’s busiest and most crash-prone locations, with over 100 reported crashes in the last five years (2020-2024). Many of these crashes were rear-end or angle collisions, often caused by driver confusion, frequent turning movements, and closely spaced driveways. Improving safety and traffic flow at this intersection is a key priority for the study.
Description of Alternative:
The proposed improvements will simplify how vehicles move through the intersection and make it safer for drivers, pedestrians, and larger vehicles. These changes include adjusting turn lanes, improving sight distance, and reducing the number of driveways near the intersection to limit conflict points. Together, these improvements will make travel smoother and safer for everyone using the intersection. Unless otherwise noted, these improvements are not mutually exclusive and could be implemented together.
Proposed Improvements:
- Windigrove Drive Access Changes: Convert the two westbound left-turn lanes onto Rosser Avenue northbound into a single left-turn lane and install a raised median. Two driveways on the west side of Windigrove Drive, the access serving the Silk Road restaurant and Days Inn hotel, are proposed to be closed. In addition, the southern driveway for the gas station on Rosser Avenue will also be closed. Closing these driveways will reduce conflict points, improve safety, and simplify how vehicles enter and exit the corridor.
- Driveway Consolidation Near Exxon Mobil: Simplify and consolidate driveways near the Exxon Mobil station to reduce vehicle weaving and improve access. Large delivery and fuel trucks will still have safe access to enter and exit.
- Extended Northbound Left-Turn Lanes: Lengthen the northbound left-turn lanes on Rosser Avenue to give vehicles from I-64 more space to queue safely without blocking thru lanes.
- Wider Receiving Lanes on Lew Dewitt Boulevard: Widen the left-turn receiving lanes to give trucks and buses more room to turn, reducing the chance of sideswipe crashes.
- Adjusted Right-Turn Stop Bars: Move the stop bar for the two right-turn lanes on Lew Dewitt Boulevard slightly back to improve driver visibility and create smoother traffic flow during peak hours.
Benefits:
- Reduces rear-end and angle crashes by simplifying turning movements and driveways.
- Improves access for large trucks and delivery vehicles.
- Enhances safety and visibility for all road users.
- Provides smoother traffic flow and less confusion for drivers.

3. Pedestrian Connectivity between Lew Dewitt Boulevard and Tiffany Drive
Need:
This part of Rosser Avenue does not have continuous sidewalks, even though many people walk between nearby neighborhoods, shopping centers, and bus stops. The gaps in the pedestrian network make it harder and less safe for people to get where they need to go, especially along a busy roadway with frequent driveways and turning vehicles.
Description of Alternative:
The proposed alternative will build new sidewalks and marked crosswalks along both sides of Rosser Avenue between Lew Dewitt Boulevard and Tiffany Drive. These improvements will close existing gaps in the pedestrian network and provide safe, accessible connections to stores, transit stops, and nearby homes. The project will follow Americans with Disabilities Act (ADA) standards to ensure all users can travel safely and comfortably.

- Creates a continuous, connected route for people walking or using mobility devices.
- Improves safety and visibility for pedestrians at crossings and driveways.

4. Tiffany Drive to Northgate Avenue Multimodal Connectivity
Need:
Between Tiffany Drive and Northgate Avenue, there are no sidewalks or continuous bicycle facilities along Rosser Avenue. People walking, biking, or using transit have limited safe options, as this section includes a 45-mph speed zone and several busy driveways. Improving multimodal connections here will make travel safer and more comfortable for everyone who uses the corridor. These alternatives cannot be combined, unless stated otherwise. Only one option can be selected and built.
Description of Alternatives:
Alternative 1:
This alternative will extend sidewalks along the west side of Rosser Avenue from Tiffany Drive to Northgate Avenue and add new bike lanes on both sides of the road. Lane widths will be slightly reduced to fit these improvements within the existing right-of-way. The goal is to create a continuous and safe space for people walking and biking, while keeping traffic flow efficient for drivers.
Benefits:
- Adds sidewalks and bike lanes to fill existing gaps in the corridor.
- Improves safety and comfort for people walking and biking.
- Keeps improvements within existing right-of-way, minimizing property impacts.
- Encourages more walking and biking between nearby businesses and neighborhoods.
Alternative 2:
This alternative proposes a single shared-use path along the west side of Rosser Avenue instead of separate sidewalks and bike lanes. The path will provide space for both pedestrians and cyclists, separated from vehicle traffic. It will also make it easier for cyclists to travel through the proposed roundabout at the intersection of Rosser Avenue and Northgate Avenue (a separate improvement being considered as part of this study) without needing additional right-of-way.

- Provides one wide, safe path for both cyclists and pedestrians.

5. Northgate Avenue Intersection Safety and Access Improvement
Need:
The intersection of Rosser Avenue and Northgate Avenue has a history of crashes, 35 over the past five years (2020-2024). More than half of these were rear-end collisions, with contributing factors being stop-and-go traffic at the signal and speed. Some angle crashes have also occurred as drivers turn through the intersection. Although traffic generally flows well, safety issues and driver behavior make this intersection a priority for improvement.
Description of Alternative:
The proposed improvement will change the existing signalized intersection into a single-lane roundabout. A roundabout reduces crash severity by slowing vehicle speeds and removing the need for conflicting signal movements. This improvement will make it easier and safer for drivers to enter and travel through the intersection while keeping traffic moving smoothly along Rosser Avenue.
The roundabout design will also include pedestrian and bicycle crossings that connect to new sidewalks and paths along the corridor, creating a safer and more accessible travel experience for all users.
Benefits:
- Reduces the likelihood of severe crashes, especially from left-turn and rear-end collisions.
- Keeps traffic flowing while lowering vehicle speeds for improved safety through the change in land use context from commercial to residential.
