RI-23-09: Route 36 (Winston Churchill Drive) - City of Hopewell
From Miles Avenue to High Avenue
Project Purpose
The purpose of this study is to evaluate safety and operational issues along Route 36 (Winston Churchill Drive) between Miles Avenue and High Avenue. This 0.38-mile corridor includes segments identified with VTrans Priority 1 and 2 District Needs. Along the study corridor, two Potential for Safety Improvement (PSI) intersections and segments have been identified. The study goals are to identify safety, congestion, capacity, transportation demand management, and accessibility (bicycle and transit) improvements along the corridor for all transportation users.

Corridor Wide Access Management
- Closing four access points along Winston Churchill Drive between Miles Avenue and Roanoke Avenue. Sunnyside Avenue will be extended on the west to provide access for all the businesses to Winston Churchill Drive via Roanoke Avenue. The access points include:
- One entrance to the Hardee’s
- One entrance to a parking lot
- One entrance to Southern Auto and Cap Sales Inc
- One entrance to Sunnyside Avenue
- Sunnyside Avenue will be made into Cul-de-sac at the entrance of Hardee’s
- Central Avenue will become Right-in/Right-out
