NV-25-03: Roberts Parkway - Fairfax County

NV2503 Overview Map

Route 286 (Fairfax County Parkway) to Burke Center Parkway

Project Purpose

The purpose of this study is to analyze safety, operational, and multimodal improvements on Roberts Parkway from Route 286 (Fairfax County Parkway) to Burke Centre Parkway. This study will also evaluate potential impacts of the changes at Route 286 (Fairfax County Parkway) and Burke Centre Parkway on Roberts Parkway and recommend mitigation strategies, as applicable. The study will focus on improving roadway and pedestrian safety, preserving capacity (to keep traffic flowing smoothly), multimodal accessibility/connectivity (bicycle, pedestrian and transit), and transportation demand management (TDM) needs.

Survey

The Phase 2 survey regarding proposed alternatives for Roberts Parkway from Route 286 (Fairfax County Parkway) to Route 643 (Burke Centre Parkway) in Fairfax County was completed in January 2026. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Fairfax County Parkway Intersection at Roberts Parkway

Current Conditions:

  • Many crashes happen when drivers turn left from eastbound Fairfax County Parkway onto Roberts Parkway.
  • Traffic backs up during rush hours, causing long delays.
  • Drivers often cannot see oncoming traffic clearly due to stopped cars blocking their view.

Alternative 1: Shift Left-Turns and Signal Changes

Improvements:

  • Better Visibility: Left-turn lanes on Fairfax County Parkway would be shifted ("offset") slightly so drivers can see past opposing traffic more easily.
  • Less Waiting: The traffic signal cycle would be simplified to increase green-light time.
  • New Traffic Pattern for Karmich Street: To make the intersection faster, drivers coming from Karmich Street would no longer go straight or turn left directly. Instead, they would turn right and make a U-turn at Burke Lake Road to head west.

Please rate Alternative 1 for the intersection of Fairfax County Parkway and Roberts Parkway on a scale of 1 to 5. (1,263 responses)

  1. Strongly Oppose 2. Oppose 3. Neutral 4. Support 5. Strongly Support
Offset left-turn lanes and reduce traffic signal phase. 17% 11% 19% 34% 18%

Alternative 2: Dual Left-Turn Lanes and Signal Changes

Improvements:

  • Two Left-Turn Lanes: This option creates two left-turn lanes for drivers turning from eastbound Fairfax County Parkway onto Roberts Parkway to move more cars through the light.
  • Better Visibility: Like Alternative 1, the westbound left-turn lane is shifted to improve sight lines.
  • New Traffic Pattern for Karmich Street: Drivers from Karmich Street would turn right and make a U-turn at Burke Lake Road instead of going straight or left, reducing signal delays.

Offset westbound left-turn lanes, reduce traffic signal phase, and provide dual left-turn lanes on eastbound Fairfax County Parkway. 25% 20% 16% 23% 16%

Burke Centre Parkway Intersection at Roberts Parkway

Current Conditions:

  • Frequent crashes during left turns.
  • Long left-turn lines sometimes block through traffic.
  • People walking or biking often feel unsafe - especially heading towards the Virginia Railway Express (VRE) station and shopping areas.
  • No continuous path for bicyclists or pedestrians connecting to existing paths.

Alternative 1: Safety and Visibility Improvements

Improvements:

  • Better Visibility: Left-turn lanes on Burke Centre Parkway would be shifted to help drivers see oncoming traffic better.
  • Safer Turns: The "slip lane" (the separate lane for right turns) would be removed and replaced with a standard right turn. This slows down turning cars to protect pedestrians.
  • Turn Lane Extension: Increasing the left-turn storage lanes can reduce vehicle blocking so cars can travel through easier.
  • Traffic Calming: Reducing the number of southbound lanes on the north leg of the intersection will reduce speeding and shorten the distance for pedestrian crossings.
  • Trail Connection: The shared-use path would be extended to the Walmart entrance along the east side of Roberts Parkway.

Please rate Alternative 1 for the intersection of Burke Centre Parkway and Roberts Parkway on a scale of 1 to 5. (903 responses)

  1. Strongly Oppose 2. Oppose 3. Neutral 4. Support 5. Strongly Support
Safety and Visibility Improvements 9% 10% 23% 37% 21%

Alternative 2: Dual Left Turns and Safety Improvements

Improvements:

  • Two Left-Turn Lanes: This option adds a second left-turn lane for drivers turning from Burke Centre Parkway onto northbound Roberts Parkway to reduce backups.
  • Includes All Alternative 1 Safety Features: This option also includes a clearer view for westbound drivers, extension of the left-turn lanes, removal of the fast right-turn slip lane, conversion to a single southbound lane to reduce speeding, and the extended path connection.

Please rate Alternative 2 for the intersection of Burke Centre Parkway and Roberts Parkway on a scale of 1 to 5. (945 responses)

  1. Strongly Oppose 2. Oppose 3. Neutral 4. Support 5. Strongly Support
Dual Left Turns and Safety Improvements 14% 18% 18% 27% 23%

Shared-Use Path along Roberts Parkway from Fairfax County Parkway to Burke Centre Parkway

Alternative: Widen the Shared-Use Path

Improvements:

  • More Space: The existing path on the west side of Roberts Parkway (between Fairfax County Parkway and Burke Centre Parkway) would be widened to a 10-foot-wide shared-use path.
  • Safer crossings: The recommendation includes installing Rectangular Rapid Flashing Beacons for the existing crosswalks on Roberts Parkway and restricting parking within 25 feet on either side of the crosswalks to improve visibility and safety for pedestrians crossing the road.
  • Accessibility: This provides more room for pedestrians and cyclists to pass each other safely and updates crossings to meet Americans with Disability Act (ADA) accessibility standards.

Please rate the proposed shared-use path along Roberts Parkway on a scale of 1 to 5. (922 responses)

  1. Strongly Oppose 2. Oppose 3. Neutral 4. Support 5. Strongly Support
Widen the existing path to a 10-foot-wide shared-use path along the west side of Roberts Parkway between Fairfax County Parkway and Burke Centre Parkway. 9% 5% 17% 34% 35%
