NV-25-02: Arcola Mills Drive - Loudoun County
Stone Springs Boulevard to Loudoun County Parkway
Project Purpose
The purpose of this study is to assess the Arcola Mills Drive corridor from Stone Springs Boulevard to Loudoun County Parkway. The study will focus on improving safety, mitigating congestion, multimodal accessibility/connectivity (bicycle, pedestrian and transit), and transportation demand management (TDM) needs.
Survey
The Phase 2 survey regarding proposed alternatives for Arcola Mills Drive (Route 621) from Stone Springs Boulevard (Route 659) to Loudoun County Parkway (Route 606) in Loudoun County was completed in January 2026. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Arcola Mills Drive Corridor-wide Improvement Alternatives
Current Conditions:
- Inconsistent lane configurations and pavement markings throughout the study area do not meet drivers' expectations.
- The bicycle/pedestrian network is incomplete.
Alternative 1: Three-Lane Roadway with Center Turn Lane and Extended Shared-Use Path
Improvements:
- Consistent lane configurations and pavement markings: This alternative will provide a consistent roadway layout with one travel lane in each direction between Stone Springs Boulevard and Loudoun County Parkway.
- Improved safety: The center turn lane provides a buffer between opposing through lanes and storage for turning vehicles to be out of the through lanes. Raised medians will be provided at locations where access to driveways or streets is not necessary, increasing safety by limiting the risk of head-on collisions.
- Enhanced accessibility and connectivity: The center turn lane will enhance access to adjacent properties. Filling in the gaps in the sidewalk and shared-use path between Pissarro Drive/Trade West Drive and Loudoun County Parkway will complete the network and provide improved access for bicyclists and pedestrians.

Alternative 2: Three-Lane Hybrid Roadway with Two Eastbound Through Lanes, One Westbound Through Lane and Extended Shared-Use Path
Improvements:
- Increased capacity: This alternative will provide additional capacity in the eastbound direction by providing a second through lane from just west of Pissarro Drive/Trade West Drive to Loudoun County Parkway.
- Improved safety: Raised medians will be provided throughout the corridor, increasing safety by limiting the risk of head-on collisions.
- Enhanced accessibility and connectivity: Filling in the gaps in the sidewalk and shared-use path between Pissarro Drive/Trade West Drive and Loudoun County Parkway will complete the network and provide improved access for bicyclists and pedestrians.

Pissarro Drive/Trade West Drive Intersection Alternatives
Current Conditions
- This intersection currently has Pissarro Drive and Trade West Drive controlled by stop signs.
- This intersection lacks dedicated crosswalks for pedestrians.
Alternative 1: Roundabout at Pissarro Drive/Trade West Drive (Single-Lane or Hybrid)
Improvements:
- Less congestion: Motorists along Pissarro Drive and Trade West Drive will experience less delay compared to existing conditions as well as reduced wait times, particularly for side streets.
- Safer turns: Roundabouts are proven to reduce the risk of injury crashes at intersections by slowing vehicles down.
- Fewer conflict points: Roundabouts have less conflict points (areas where crashes can occur) than a signalized intersection, reducing the risk of crashes.
- Safer pedestrian crossings: Crosswalks across Arcola Mills Drive will connect Pissarro Drive and Trade West Drive, allowing residents to safely access points of interest in the area.

Alternative 2: Restricted Crossing U-Turn (RCUT) at Pissarro Drive/Trade West Drive
Improvements:
- Safer turns: RCUTs are proven to reduce the risk of injury crashes at intersections by up to 63 percent compared to traditional stop-controlled intersections.
- Fewer conflict points: RCUTs have less conflict points (areas where crashes can occur) compared to traditional stop-controlled intersections, reducing the risk of crashes.
- Safer pedestrian crossings: Crosswalks across Arcola Mills Drive will connect Pissarro Drive and Trade West Drive, allowing residents to safely access points of interest in the area.
