HR-25-05: Mooretown Road and Lightfoot Road - York County
Mooretown Road (Route 603) and Lightfoot Road (Route 646) between East Rochambeau Drive and north of Richmond Road (Route 60)
Project Purpose
The study area includes Mooretown Road (Route 603) and Lightfoot Road (Route 646) between East Rochambeau Drive and north of Richmond Road (Route 60). The Lightfoot Road interchange has increased usage with housing, recreational and shopping developments. This study will look at ways to improve the traffic flow in this area, as the route from the interchange to Richmond Road (Route 60) and other shopping areas is not direct, creating several congested intersections. This study will focus on improving roadway and pedestrian safety, multimodal accessibility/connectivity (bicycle, pedestrian and transit), and transportation demand management (TDM) needs. It is intended to assess mid-term to long-term challenges/opportunities and will identify project recommendations that can be advanced for federal, state and local funding opportunities.
Survey
The Phase 2 survey regarding proposed alternatives for Mooretown Road (Route 603) and Lightfoot Road (Route 646) between East Rochambeau Drive and north of Richmond Road (Route 60) in York County was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Intersection #1: Lightfoot Road at Mooretown Road
Four alternatives are proposed for this intersection, including a quadrant roadway (northeast), quadrant roadway (northwest), roundabout, and modified conventional intersection.
Alternative #1: Quadrant Roadway (Northeast)
The maximum queue for the northbound left-turn extends past the available storage and spills into the through movement during the AM peak hour and PM peak hour. Rerouting left turns from the intersection allows for fewer traffic signal phases at the main intersection, which provides more time for through and right-turn vehicles. This alternative also reduces the number of conflict points and decreases weaving issues from Route 199 (Humelsine Parkway).
- Left-turn movements are restricted at the main intersection.
- Restricted movements use the connector road.

- Modifying the eastbound approach from an exclusive left-turn lane and a shared through/right-turn lane to an exclusive right-turn lane and a shared left-turn/through lane.
- The rest of the intersection will remain unchanged.

The continuous green-t alternative is designed to improve the intersection’s safety by reducing vehicle conflict points. This alternative also reduces the number of signal phases.
- Southbound through movement to operate freely.
- Reducing southbound through lane from two lanes to one lane.
- Westbound left-turn lane would use the receiving lane at the intersection.

Corridor-Wide Improvements
The regional bikeway map, adopted by York County in 2023, recommends installing a bike lane along Lightfoot Road and a shared roadway on Mooretown Road. This bike lane will be incorporated with the preferred alternative selected for each intersection.
Alternative
- Bike lane on Lightfoot Road.
- On Mooretown Road, bicyclists will share the road with vehicles. A “bicycle warning sign" with "in-road sign” will be installed along Mooretown Road.
