Project Purpose

The purpose of this study is to examine current and future traffic and safety concerns on Truslow Road, which runs parallel to Route 17 (Warrenton Road) in Stafford County. In addition, the planned Stafford Plaza Drive extension to access the two new schools is anticipated to open in 2026, which will alter travel patterns in the area. The study aims to identify cost-effective ways to enhance safety, improve road capacity, and provide better access for all road users, including bicyclists, pedestrians, and transit users.

Survey

The Phase 2 survey regarding proposed alternatives for Truslow Road, Stafford Plaza Drive, and Route 17 (Warrenton Road) in Stafford County was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Truslow Road at Stafford Plaza Drive

1. Truslow Road at Stafford Plaza Drive/Summer Breeze Lane Single-Lane Roundabout

The intersection of Truslow Road and Summer Breeze Lane is projected to experience side street congestion in the future under the two-way stop-controlled intersection configuration that is currently under construction as part of the new roadway to the schools. This proposed alternative will convert the intersection to a single-lane roundabout. The roundabout will be designed to accommodate school buses and includes a pedestrian crosswalk on Stafford Plaza Drive that connects to the proposed sidewalks by the new schools. The roundabout is projected to operate more efficiently and improve safety relative to the two-way stop-controlled intersection configuration. The yield-controlled design of roundabouts reduces delays with fewer stops and improves safety by reducing the number of conflict points. Roundabouts also eliminate the potential for right-angle and head-on crashes.

2. Do Nothing at Intersection of Truslow Road and Summer Breeze Lane/Stafford Plaza Drive

The do-nothing alternative assumes that no additional improvements would take place at the intersection, other than what has recently been constructed as part of the new roadway extension and schools. This includes the new dedicated turn lanes on Truslow Road and pedestrian crossings.

Truslow Road North of Summer Breeze Lane

1. Truslow Road S-Curve Reconstruction

The existing curves on Truslow Road north of Summer Breeze Lane experienced six crashes between 2020 and 2024. Three of these crashes involved vehicles leaving the roadway and hitting a fixed object, and a fourth was an angle crash that also involved a roadway departure. The proposed alternative will reduce the sharpness of the existing curves, making the road safer and easier for vehicles to navigate. This improvement will also enhance drivers’ visibility and provide conditions for a more consistent travel speed along Truslow Road.

Truslow Road South of Summer Breeze Lane

1. Truslow Road Shared-Use Path

There are currently no bicycle or pedestrian facilities on Truslow Road between Summer Breeze Lane and Berea Church Road. The proposed alternative involves widening Truslow Road to the west to construct a 10-foot-wide shared-use path along the western side of Truslow Road, between Stafford Plaza Drive and Berea Church Road. The path will connect to the proposed sidewalks near the new schools and the existing shared-use path on Truslow Road south of Berea Church Road. Widening Truslow Road also increases the existing travel lane and shoulder widths. The proposed shared-use path will provide a safe space for pedestrians and bicyclists traveling to and from the new schools and neighborhoods along Truslow Road. The widened travel lanes also will give drivers more room, reducing the likelihood of sideswipe or fixed-object off-road crashes.
