Project Purpose

The purpose of this study will be to analyze the safety and operational issues identified along Route 17 from Featherbed Lane to Guinea Road with a focus on providing safety improvements, preserving capacity (to keep traffic flowing smoothly), and enhanced bicycle and transit access. Currently, there are no existing bicycle facilities along the corridor and microtransit services. Route 17 is a Corridor of Statewide Significance (CoSS) serving local residents, regional commuters, vacationers, and is also an emergency evacuation route. The objective of this study is to identify cost-effective preferred improvement alternatives that address the documented needs.

Survey

The Phase 2 survey regarding proposed alternatives for Route 17 between Brays Point Road and Guinea Road in Gloucester County was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Public Meeting

The Virginia Department of Transportation (VDOT), in partnership with Gloucester County, held a public meeting to gather feedback on a transportation study on Route 17 between Brays Point Road and Guinea Road. The in-person meeting was held on Wednesday, Nov. 19, 2025, 5-7 p.m., at Gloucester High School, 6680 Short Lane, Gloucester, VA 23061.

Signalized Intersections Alternatives

1. Route 17 and Brays Point Road - Continuous Green-T

The intersection of Route 17 and Brays Point Road had 17 rear-end crashes and 14 injury-related crashes between 2020 and 2024. The proposed alternative will convert the intersection to a Continuous Green-T which will allow southbound vehicles to pass through the intersection without stopping. Left-turning vehicles from Brays Point Road will use a channelized receiving lane to merge onto Route 17. Northbound left-turning and westbound through vehicles will be rerouted to the median opening at Ernest Lane to the north to make a U-turn. The proposed alternative is projected to reduce the number of crashes and improve travel time through the intersection.

3. Route 17 and Providence Road - Eastbound Approach Reconfiguration

The eastbound approach of Route 17 and Providence Road has recurring congestion in the AM and PM peak hours. The proposed alternative will widen the eastbound approach to add a dedicated right-turn lane, which will improve the eastbound travel time by allowing vehicles to move more efficiently through the intersection.

5. Route 17 and Crewe Road - Continuous Green-T

The intersection of Route 17 and Crewe Road had 26 injury-related crashes, and 10 rear-end crashes primarily in the northbound direction, between 2020 and 2024. The proposed alternative will convert the intersection to a Continuous Green-T which will allow northbound vehicles to pass through the intersection without stopping. Left-turning vehicles from Crewe Road will use a channelized receiving lane to merge onto Route 17. The proposed alternative is projected to reduce the number of crashes and improve travel time through the intersection.

Unsignalized Intersections Alternatives

1. Route 17 and Woodsville Road - Median Closure

The eastbound approach of Route 17 and Woodsville Road has recurring congestion in the AM and PM peak hours. Between 2020 and 2024, the intersection had five crashes related to turning movements, three of which involved U-turns. The proposed alternative will close the median at Woodsville Road and reroute left turns to and from Woodsville Road to make a U-turn at nearby median openings. The proposed alternative is projected to reduce the number of crashes and reduce the congestion on the eastbound approach.

The proposed alternative is projected to reduce the number of crashes, reduce the congestion on the eastbound approach, and maintain access to Woodsville Road from northbound Route 17.

The proposed alternative will modify the median opening and reroute left turns from Fields Landing Road to the existing median opening at East View Road to the south. The proposed alternative is projected to reduce the number of crashes and reduce the congestion on the eastbound approach.

6. Route 17 and Hayes Road - Directional Median with Emergency Signal

The eastbound approach of Route 17 and Hayes Road has recurring congestion in the AM and PM peak hours. Between 2020 and 2024, the intersection had nine injury-related crashes. The proposed alternative will modify the median opening to reroute left turns from Hayes Road and The Swamp Paintball Park. Left-turning vehicles from Hayes Road will be rerouted to the proposed median opening to the south. 

The existing median opening at Tyndall Square medical complex will be converted to a directional median, rerouting southbound U-turns and left turns from the medical complex to the existing median opening at the Farmer's Daughter Produce to the south. 

The directional median would be designed to be mountable by emergency vehicles only. This alternative also includes an emergency signal that is activated when emergency vehicles access the intersection from Hayes Road.
