Washington Avenue to Mary Washington Boulevard
Project Purpose
The purpose of this study is to analyze the safety and multimodal issues identified along Fall Hill Avenue between Mary Washington Boulevard and Germania Street/Washington Avenue in the City of Fredericksburg. The study will identify cost-effective safety improvements to enhance bicycle, pedestrian, and transit access.
Survey
The Phase 2 survey regarding proposed alternatives for the Fall Hill Avenue corridor between Mary Washington Boulevard and Germania Street/Washington Avenue in the City of Fredericksburg was completed in December 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.
Public Meeting
The Virginia Department of Transportation (VDOT), in partnership with the City of Fredericksburg, held a public meeting to gather feedback on a transportation study on Fall Hill Avenue. The in-person meeting was held on Thursday, Nov. 20, 2025, 5-7 p.m., at James Monroe High School, 2300 Washington Avenue, Fredericksburg, VA 22401.

Pedestrian Alternatives
Linden Avenue and Fall Hill Avenue
The pedestrian crossing across Linden Avenue at Fall Hill Avenue is approximately 150 feet today and the shape of the intersection allows vehicles turning right from Fall Hill Avenue onto Linden Avenue to do so at high speeds. The long crossing and conflicting vehicles increase the potential for pedestrian crashes. Visibility of the existing crosswalk across Fall Hill Avenue is limited at its current location and has contributed to rear-end collisions.
Three improvement alternatives are proposed. All three alternatives include relocating the crosswalk across Fall Hill Avenue where it is more visible to drivers and adding flashing pedestrian signs to alert drivers. Additional details about the three alternatives follow.
1. Linden Avenue: Narrow the Intersection
The proposed improvement will improve pedestrian safety by installing:
- An extended sidewalk, narrowing the intersection
- A relocated crosswalk across Fall Hill Avenue with flashing pedestrian signs
This improvement is projected to reduce vehicle speeds by tightening the curve. It would also reduce the potential for pedestrian crashes by shortening the crossing distance and increasing the visibility of the crosswalk to motorists.

This improvement is projected to reduce the potential for pedestrian crashes by providing a continuous sidewalk and increasing the visibility of the crosswalk to motorists. It is also projected to reduce the potential for angle and rear-end collisions by eliminating turns to and from Linden Avenue. Vehicles entering and exiting Linden Avenue will make the desired movements at the adjacent intersections to the east or west.

Hanson Avenue and Fall Hill Avenue
Today a crosswalk is provided across the west leg of Fall Hill Avenue at Hanson Avenue. The pedestrians using this crosswalk come into conflict with the high number of vehicles turning right from Hanson Avenue onto Fall Hill Avenue.
1. Hanson Avenue: Pedestrian Improvements
The proposed improvement will improve pedestrian safety by installing:
- A new crosswalk on the east leg of Fall Hill Avenue
- Pedestrian refuge islands
- Flashing pedestrian signs
This improvement is projected to reduce the potential for pedestrian crashes by adding a crossing with fewer vehicle conflicts, providing a refuge such that pedestrians can wait for a single direction of traffic to clear, and increasing drivers’ awareness of pedestrians.

Intersection Alternatives
Mary Washington Boulevard and Fall Hill Avenue
Currently, the intersection of Mary Washington Boulevard and Fall Hill Avenue has recurring congestion in the AM and PM peak periods that causes long back-ups headed westbound. Additionally, the crash history indicates that there is confusion as drivers navigate through the roundabout.
Three improvement alternatives are proposed. Additional details about the three alternatives follow.
1. Mary Washington Boulevard: Westbound Left-Turn Pocket
The proposed improvement will reduce crashes by installing:
- A left-turn pocket on the westbound approach of the roundabout
- A concrete barrier between the two westbound lanes of the roundabout
This improvement will reduce sideswipe and angle crashes by separating the two westbound lanes. Back-ups will be reduced by adding a space for westbound vehicles turning left to wait before entering the roundabout. Westbound through traffic would be allowed to travel through the intersection without stopping.

The crash history indicates that of the 10 crashes that occurred during the study period, nine were related to vehicles making left turns. Crossing Fall Hill Avenue as a pedestrian is also challenging due to heavy traffic volumes and limited visibility.
1. Riverside Drive: Left-Turn Restrictions
The proposed improvement will reduce crashes and improve pedestrian safety by installing:
- A concrete island preventing left turns to and from Riverside Drive
- Flashing pedestrian signs at the crosswalk crossing Fall Hill Avenue and to the west of the crosswalk alerting motorists to pedestrians
This improvement will reduce angle and rear-end collisions by restricting left turns and reducing the potential for pedestrian collisions by providing a refuge. Vehicles turning left will make the desired movements at the Route 1 intersection.

The crash history indicates that of the 28 crashes that occurred during the study period, 24 were angle crashes involving turning vehicles and 21 of the 24 angle crashes involved vehicles exiting the Fredericksburg Shopping Center.
1. Wallace Street: Turn Lane and Access Management
The proposed improvement will reduce crashes by installing:
- A left-turn lane into the western entrance of the Fredericksburg Shopping Center
- Signs and pavement markings indicating that the western entrance of the Fredericksburg Shopping Center is for entry only
- A concrete island preventing left turns to and from Wallace Street
- Curb and sidewalk closing the two entrances into the shopping center on the north side of Fall Hill Avenue
- An extended curb, signs, and pavement markings prohibiting entry to and left turns exiting the Fredericksburg Shopping Center at the eastern entrance
These improvements will reduce the number of locations where vehicle travel paths intersect, reducing the potential for angle and rear-end crashes. Germania Street/Washington Avenue and Fall Hill Avenue
The crash history and field observations at the intersection of Fall Hill Avenue and Germania Street/Washington Avenue indicate that there is confusion about who has the right-of-way at the intersection and that drivers disregard the stop signs. The Route 1 project currently under construction will prohibit left turns from Fall Hill Avenue onto Progress Street.
Two alternatives are proposed, one maintains a left-turn lane east of the intersection and the other includes on-street parking east of the intersection.
1. Germania Street/Washington Avenue: Left-Turn Lane Remains east of Germania Street
The proposed improvement will reduce crashes by installing:
- Modified lane markings for a single westbound lane on Fall Hill Avenue for left turns, through traffic, and right turns
- Modified lane markings for a shared through/left-turn lane and separate right-turn lane on the eastbound approach
- A raised concrete median preventing left turns to Fall Hill Avenue at Progress Street
- Markings that maintain the left-turn lane east of Germania Street
This improvement will reduce angle and rear-end collisions by prohibiting left turns at Progress Street and reducing driver confusion.
