CU-25-04: Ira Hoffman Lane - Town of Culpeper/Culpeper County
Route 229 to U.S. Route 29 Business
Project Purpose
The study area includes Ira Hoffman Lane from Route 229 (Rixeyville Road) to U.S. Route 15 Business (Brandy Road). This study will evaluate the corridor and develop recommendations to address the safety and multimodal (bicycle and pedestrian) issues. There are SMART SCALE applications for the intersections at each end of the corridor.
Survey
The Phase 2 survey regarding proposed alternatives for the Route 694 (Ira Hoffman Lane) corridor between Route 229 (Rixeyville Road) and U.S. 15 Business (Brandy Road) in the county and town of Culpeper was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

A Reduced-Conflict Intersection (RCI) is proposed for this intersection to increase safety and efficiency.
The shared-use path from the Rixeyville Road intersection is continued through this intersection, and two high-visibility crosswalks have been added. The Ira Hoffman Lane crossing is signalized by a HAWK beacon to increase pedestrian and bicyclist safety.

Potential Improvements for the Ira Hoffman Lane and North Ridge Boulevard Intersection:
Option 1: Roundabout
A roundabout is proposed to improve safety and reduce traffic delays.
The concept continues the shared-use path from Success Drive and adds high-visibility crosswalks to help people safely cross Ira Hoffman Lane and North Ridge Boulevard.
The roundabout design works with the Reduced-Conflict Intersection (RCI) at Success Drive and Belle Avenue, enabling drivers from these locations to turn around safely.
Option 2: Reduced-Conflict Intersection (RCI)
An RCI is an alternative that improves traffic flow and safety by changing how side street traffic moves.
The concept continues the shared-use path from Success Drive with two high-visibility crosswalks. The existing crossing of Ira Hoffman Lane has been redesigned to cross diagonally with a HAWK beacon (a signal that stops traffic only when activated by a pedestrian) to make crossings safer.
Option 3: Focus on Walkers and Bikers
This alternative focuses only on improving safety for people walking and biking, without addressing vehicle delays or intersection safety.
The design includes continuing the shared-use path from Success Drive and a high-visibility crosswalk on the northern leg of North Ridge Boulevard.

A hybrid roundabout is considered for this intersection to improve safety and efficiency.
This design incorporates a shared-use path and two high-visibility crosswalks on Ira Hoffman Lane and the north leg of Belle Avenue.
Option 3: Focus on Walkers and Bikers
This alternative improves conditions for pedestrians and bicyclists alone.
Pedestrians and bicyclists are accommodated by continuing the shared-use path from the Arbors Access and high-visibility crosswalk on the north leg of Belle Avenue.

Improvements in this design include extending the shared-use path from Belle Avenue and installing high-visibility crosswalks at each leg of the intersection.

An RCI is also a potential improvement at this intersection due to its benefits relative to safety and congestion.
Accommodations at this intersection would include the shared-use path, a high-visibility crosswalk across Burgandine Avenue, and a high-visibility crosswalk across Ira Hoffman Lane. To enhance pedestrian safety during the crossing of Ira Hoffman Lane, a HAWK beacon is implemented. Pedestrians would activate the signal, and traffic would stop as they crossed Ira Hoffman Lane.
Option 3: Focus on Walkers and Bikers
The design includes a shared-use path and a high-visibility crosswalk at Burgandine Avenue. These additions to the intersection improve pedestrian and bicyclist safety.
