CU-25-03: 5th Street - Albemarle County/City of Charlottesville
Pinehurst Court to Harris Road
Project Purpose
The study area includes 5th Street from Pinehurst Court to Harris Road. This is a re-evaluation of previous studies and SMART SCALE applications to refine and value engineer solutions that will have better potential for benefits in relation to cost. The study will result in refined concepts for the next round (Round 7) of SMART SCALE.
Survey
The Phase 2 survey regarding proposed alternatives for the 5th Street corridor between Route 1108 (Pinehurst Court) and Harris Road in the City of Charlottesville and Albemarle County was completed in November 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Proposed Sidewalk and Shared-Use Path Improvements
In addition to converting the 5th Street and I-64 interchange to a Diverging Diamond Interchange (DDI), the proposed alternative includes constructing the following improvements for bicycle and pedestrian connectivity:
- A sidewalk connection on the west side of 5th Street between the existing sidewalk to the south of the DDI and on the bridge
- A shared-use path connecting the existing sidewalk on the west side of the bridge, crossing 5th Street and the I-64 west off-ramp, and continuing north of the DDI on the east side of 5th Street to the future trailhead (currently in development) near the Starbucks

Prioritization of Future Shared-Use Paths and Sidewalk (Not Part of this Study)
The following shared-use paths and sidewalk are under consideration by others (not part of this study):
- The Azalea Park shared-use path would be an extension of the existing Rivanna Trail to the west. It would run parallel to the westbound on-ramp to I-64 and connect to the crosswalk at the DDI.
- The Biscuit Run shared-use path would provide a connection to the future 5th Street Trail and Hub (currently in development) via an I-64 underpass to the east of 5th Street.
- A sidewalk extension on the west side of 5th Street would connect the existing sidewalk on the bridge to the existing sidewalk at Harris Road.
- A shared-use path extension on the east side of 5th Street would connect the proposed shared-use path from the future trailhead (currently in development) near the Starbucks to the existing sidewalk at Harris Road.
- A separate bridge for a shared-use path across I-64 to the east, parallel to the existing bridge.
