CU-23-06: U.S. 29 Business (Madison Road) - Town of Culpeper
From Southridge Parkway to Germanna Highway
Project Purpose
The purpose of this study is to identify project recommendations for the U.S. 29 Business (Madison Road) corridor between Southridge Parkway and Germanna Highway within the Town of Culpeper. The corridor has several segments identified as very high safety needs, which will be a focus of the study. This study will focus on improving roadway safety and enhancing multimodal accessibility/connectivity (pedestrian, bicyclist, and transit). The project recommendations that come from this study will be developed into funding applications for Smart Scale Round 6 and other transportation funding programs.

Laurel St to Golf St
Alternative A
- LAUREL ST: Construct a hybrid roundabout at Laurel St with two approach lanes on Madison Rd (east-west) and one lane on Laurel St (north-south) approaches.
- SUNSET LN: Increase the Madison Rd eastbound left turn storage by 120 feet, and westbound left turn storage by 200 feet. Reconfigure the northbound Sunset Ln approach to one dedicated left turn lane and one shared through-right lane.
- MEADOWBROOK DR & GOLF DR: Reconfigure the Meadowbrook Dr / Golf Dr intersection to a THRU-CUT configuration restricting minor street movements to only left and right turning movements. Minor street through movements would U-Turn at the downstream Madison Rd intersection.

- LAUREL ST: Similar to Alternative A, construct a hybrid roundabout at Laurel St with two approach lanes on Madison Rd (east-west) and one lane on Laurel St (north-south) approaches.
- SUNSET LN: Increase the eastbound Madison Rd left turn storage lane by 120 feet. Construct a second Madison Rd westbound left turn lane. Reconfigure the northbound approach to one dedicated left turn lane and one shared through-right lane. Modify signal timings to accommodate the second westbound left turn lane.
- MEADOWBROOK DR & GOLF DR: Construct a hybrid roundabout at Meadowbrook Dr & Golf Dr intersection with two approach lanes on Madison Rd (east-west) and one lane on minor street (north-south) approaches.

- ACCESSIBILITY TO ROCKWATER PARK: Construct pedestrian facilities along the north side of Madison Rd between Sunset Ln and Germanna Hwy. A shared use path would be constructed along the northern edge of Madison Rd from Sunset Ln to the Future Madison Rd Connector Trail. A HAWK (High-Intensity Activated crossWalK) pedestrian signal would be installed connecting Rockwater Park to the Future Madison Rd Connector Trail with a pedestrian refuge in the median. To the east, sidewalk would connect Madison Rd Connector Trail and Germanna Hwy.
