Project Pipeline is a performance-based planning program to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions may be considered for funding through programs, including SMART SCALE, revenue sharing, interstate funding and others.
Project Pipeline aims to implement a statewide look at needs and formalize the connection with planning, funding and programming transportation solutions for Virginia.
The objective of the program is to focus on the Commonwealth Transportation Board-adopted VTrans priority locations and corridors. The program, led by the Office of Intermodal Planning and Investment, is built around a performance-based planning process. The goal is to develop projects and investment strategies that can be considered for funding.
Project Pipeline methodology is based on VDOT’s STARS program which data-based recommendations have had an 80% success rate in getting funded through SMART SCALE.

The Program Guide outlines the policies and procedures related to Project Pipeline. The Program was initiated in the spring of 2021. The Program Guide is intended to document the processes and procedures of the first round of studies, as well as layout the proposed future schedule, operation, and roles and responsibilities of study partners at the state, regional and local levels. The Program Guide is also meant to serve as a resource for planners, engineers, other professionals, and Virginians interested in the processes, data sources and methods used for planning, funding, and programming transportation solutions.
